A host company would be employing a placee albeit for a limited period of time. As a result, all the legal implications of employment apply. As GO Wales has provided this employment, we are legally obliged to ensure each host company meets the minimum requirements with regards to issues affecting the workplace such as Health and Safety and Working Time Regulations.
The GO Wales programme is funded by the Welsh Assembly Government via the Higher Education Funding Council for Wales (HEFCW). GO Wales is a scheme designed to keep skilled people in Wales and to help local businesses access and benefit from these skills.
You will be expected to pay your placee a minimum of £230 for a normal working week. This will be subsidised by up to £90 per week by the GO Wales programme, if you are an SME.
However, you should bear in mind that the placees' pay and hours are within the scope of UK minimum wage and working time legislation.
Students are liable for Income Tax and National Insurance contributions. NI should be dealt with in the normal way. Many students earn less than the Income Tax threshold in a year and to limit bureaucracy, the Inland Revenue have a special scheme which avoids tax deductions and later reclaiming. Students can present an employer with a form P38S which relieves the employer of duty to deduct Income Tax.
Graduates are liable for both Income Tax and National Insurance contributions under the normal rules.
No additional subsidy will be paid to cover this.
VAT is not payable on the subsidy transaction (there is a determination from Customs and Excise to support this).
GO Wales placements are aimed at smaller companies who have not previously benefited from graduate skills.
